高雄前區長涉收賄 過程宛如八點檔

前高雄市桃源區長顏國昌，和涉嫌充當白手套的陳姓友人、和友人吳姓女密友，在職務期間瀆職收賄，洩漏區公所公共工發包業務底價，還要求廠商招待喝花酒，3人涉嫌違反貪汙治罪條例，行賄廠商7人也同遭起訴。

52歲顏國昌，在擔任高雄市桃源區長期間，負責決策監督區公所公共工程發包業務，陳、吳兩人擔任收賄白手套，收賄工程包含坡防防護、護欄、環境設施、道路改善等區工程。

3人連同6家廠商，涉嫌多次聯手洩漏招標底價，並在結標後偷看每家廠商投標金額，另在行賄廠商的空白標單內，填下較低的投標價額，使其得標。顏、陳兩人還多次要求廠商招待喝花酒。情節猶如八點檔，充滿戲劇性。

屏檢調查，自101年間，3人實際收賄159萬元，另收受不正利益20多萬。屏檢訊後表示，顏國昌自白外，並自動繳交全部犯罪所得30萬元，而陳、吳兩人，收賄共129萬元，將追繳沒收。行賄廠商7人，坦承犯行。
